WASHINGTON (AP) -- The House voted Monday to restrict U.S. aid to Vietnam if that country fails to improve what lawmakers said was a deplorable human rights record.

``Vietnam needs to come out of the dark ages of repression, brutality and abuse and embrace freedom, the rule of law and respect for fundamental human rights,'' said Rep. Chris Smith, R-N.J., sponsor of the legislation that passed 323-45.

Under the measure, U.S. nonhumanitarian aid to Vietnam would be capped at levels of the current fiscal year, which ends Sept. 30, unless the president certified substantial progress by Vietnam in releasing political and religious prisoners and respecting religious freedom. Certification would be renewable annually.

Total U.S. aid to Vietnam in 2004 is almost $40 million, with money going to projects including removal of land mines left from the Vietnam War, disaster relief and food and health programs.

The bill also approved money for nongovernmental organizations that promote democracy in Vietnam and for work toward overcoming Vietnamese jamming of Radio Free Asia.

The House approved a similar Vietnam human rights bill in 2001, coinciding with passage of legislation promoting trade with the communist nation. The Senate never voted on the human rights bill.

Rep. Lane Evans, D-Ill., said he opposed Smith's bill because it ``will only embolden hard-liners within Vietnam.''

He said Vietnam has cooperated fully toward recovering soldiers' remains from the war and is working hard to protect intellectual property rights better. He noted President Bush also named Vietnam last month as a focus country for the U.S. HIV/AIDS initiative. These efforts, he said, ``would be endangered by the shift in relations under this legislation.''

Smith said money to fight AIDS in Vietnam would not be reduced by the legislation.

The bill is H.R. 1587.

Hanoi - Vietnam has stepped up efforts to control the internet, instructing internet service providers to terminate contracts with cyber-cafes that allow customers to access pornographic or anti- government websites.

The directive, issued by Minister of Post and Telecommunications Do Trung Ta on Monday, is the latest in a string of measures unveiled in recent months to prevent "bad and poisonous information" being circulated online.

This latest regulation requires the communist nation's seven state- owned internet service providers to disconnect cyber-cafes if they allow clients to access forbidden websites, state media reported.

Cafe owners are also instructed to monitor their customers' use of the web for any violations of government regulations, such as distributing viruses and accessing pornographic sites or those that "threaten national security".

Hanoi is determined to prevent pro-democracy advocates using the internet to communicate and voice their opposition to the government. Earlier this month two elderly dissidents were jailed for using the web to criticise the regime.

International human rights groups have accused the government of using national security as a pretext to silence all dissent.

In May, the government ordered ministries and agencies to "tighten state management to prevent the exploitation and the circulation of bad and poisonous information on the internet".

It authorised strict punishment for offenders, and local authorities were instructed to conduct regular inspections of internet cafes and websites.

The public security ministry in March also issued tough new laws governing the use of the web.

Only around four million people out of a population of 81 million people regularly surf the internet in Vietnam, mainly through cyber- cafes.

AP , SHANGHAI Wednesday, Jul 21, 2004,Page 5 Authorities in Shanghai are updating rules on religious worship, reportedly focusing on controlling Internet use by the faithful and coping with a growing number of foreign churchgoers.

The new rules are to be issued in October, said an official of the city's Minority and Religious Affairs Administration.

But he wouldn't give any details of the changes.

"They will both delete outdated items and add new items to suit the changing social environment," said the official, who would give only his surname, Jiang.

Authorities are looking for ways to monitor Internet use by religious groups -- an issue not covered by current rules, the Hong Kong newspaper South China Morning Post said, citing unidentified sources.

The amended rules also call for creating a ``watchdog'' to monitor foreign worshippers and for groups of foreign followers and clergy members to ``coordinate'' with the government and state-monitored churches, the Post said.

China's officially atheist government allows worship only in state- sanctioned churches.

Chinese citizens are not usually allowed to attend services for foreign residents.

The regulations give no reason for this, though authoritarian China often segregates different groups in order to help control them.

Foreigners in Shanghai can take part in officially allowed religious activities but are prohibited from setting up their own religious groups or proselytizing.

City officials are issuing the rules because they felt an urgent need to "keep up with change," according to the Post.

The revised rules recommend setting up additional locations for foreign-language services and increasing the number of languages used, the report said.

Foreign-language services now are conducted in English and Korean. Shanghai has as many as 60,000 foreign residents.

Many of them come from Germany, France and other countries where languages other than English are spoken. This story has been viewed 169 times.

Vietnam bans hair-raising hair

HANOI (Reuters) - Vietnam has banned skinheads and actors with uncombed or coloured hair from performing on stage to preserve "traditional aesthetic values", the culture ministry has announced.

Regulation 47, issued last week, said the ministry had banned "all hairdos that inflict horrors, colourfully painted or dyed hair, uncombed hair, shaved heads, racy and revealing dresses and make up that goes against traditional aesthetic values" from the stage.

The communist country enforces strict censorship of all public performances, but this regulation has made some theatre people unhappy.

"It is an individual's taste, and it should not be banned," Truong Nhuan, deputy director of a theatre in Ho Chi Minh City was quoted by Thanh Nien (Young People) newspaper as saying, referring to the latest regulation.

One man in Vietnam who probably will not be seen on stage any time soon is 73-year-old Tran Van Hay, who was in the news last week for his snake-like coil of hair, which he claims is 6.2 metres (20 feet) long.

Hay, who supplies traditional medicines to his village in southern Vietnam, is vying to get a spot in the Guinness Book of World Records for having the world's longest hair.

(ĐCSVN)- Chiều nay 21/7/2004, Hội nghị phổ biến và quán triệt Nghị quyết 36 của Bộ Chính trị về công tác đối với người Việt Nam ở nước ngoài do Ban Cán sự Đảng Bộ Ngoại giao phối hợp với Ban Tư tưởng - Văn hoá Trung ương, Ủy ban Trung ương MTTQ Việt Nam tổ chức đă thành công tốt đẹp.

Buổi sáng, đồng chí Vũ Khoan - Bí thư Trung ương Đảng, Phó Thủ tướng Chính phủ đă trực tiếp chỉ đạo và chủ tŕ Hội nghị. Tham dự Hội nghị có hơn 300 đại biểu, gồm đại diện lănh đạo các Đảng ủy Khối trực thuộc Trung ương; các Ban, Bộ, Ngành, Đoàn thể Trung ương và 64 tỉnh, thành trong cả nước.

Thay mặt Ban Bí thư và Thường trực Chính phủ, đồng chí Vũ Khoan đă giới thiệu những tinh thần cơ bản Nghị quyết 36 của Bộ Chính trị, đi sâu phân tích toàn diện và sâu sắc về những vấn đề cộng đồng người Việt Nam ở nước ngoài, khẳng định những thành tựu đạt được, những hạn chế, yếu kém, qua đó t́m ra đúng nguyên nhân để xác định phương hướng, chủ trương, nhiệm vụ về công tác đối với người Việt Nam ở nước ngoài trong t́nh h́nh mới.

Buổi chiều, Hội nghị đă nghe một số tham luận, báo cáo của lănh đạo một số Ban, Bộ, Ngành như: "Hồ Chủ tịch với kiều bào ta ở nước ngoài" của đồng chí Phạm Thế Duyệt, Chủ tịch đoàn Chủ tịch UBTƯMTTQ Việt Nam; "Đổi mới mạnh mẽ công tác thông tin tuyên truyền đối ngoại" của đồng chí Đào Duy Quát, Phó trưởng Ban Tư tưởng - Văn hoá Trung ương; "Báo cáo về t́nh h́nh cộng đồng người Việt Nam ở nước ngoài" của đồng chí Nguyễn Phú B́nh, Thứ trưởng Bộ Ngoại giao; "Hoạt động của Ban Cán sự Đảng ngoài nước đối với cộng đồng người Việt Nam ở nước ngoài" của đồng chí Phó trưởng ban Thường trực Phạm Sĩ Tam và phát biểu của đại diện lănh đạo Bộ Công an...

Các ư kiến phát biểu đă làm rơ và sâu sắc thêm nhiều vấn đề về công tác đối với người Việt Nam ở nước ngoài để góp phần triển khai Nghị quyết 36 có hiệu quả theo quan điểm của Đảng ta đă xác định: Người Việt Nam ở nước ngoài là một bộ phận không thể tách rời và là một nguồn lực của cộng đồng dân tộc Việt Nam.

Một khi đă có quốc tịnh th́ người Việt tị nạn O thể nào c̣n giữ được quốc tịch ngày xưa của ḿnh v́ lời thề tuyên thệ, nay D/c răng hô mă tấu cáu bẩn mà vẫn ch́a răng ra nói nghe O thông tai bác Hỗ cù lẳng tí nào cả :) Vả lại USA sẽ phải bảo vệ công dân của họ theo luật pháp quy định

Thưa ông hôi nách, ông dạo này cũng COPY/PASTE và bàn luận ra phết! Luật của nước Cộng Nô Xă Hơi Chỉ Ngủ Việt Cộng có nói rằng: Người nào chưa từ chối quyền công dân việt nam th́ vẩn là cộng dân của việt nam, vẫn phải bị chi phối bằng luật pháp VN trừ khi người đó viết thư gởi cho Bang chủ Cái Bang Nguyễn Văn Ăn (Không biết là ăn hối lộ hay ăn mày!) xin từ bỏ quốc tịt VN! Tôi có hỏi vẹm vậy th́ khi tôi sinh ra, trên khai sanh của tôi có đóng dấu "Việt Nam Cộng Hoà" chứ không phải thuộc cái bang CHXNCNVN th́ có cần phải xin bỏ quốc tịt. Vẹm đáp, cứ c̣n nói tiếng việt th́ c̣n là công dân việt nam và phải phải chịu sự quản lư của Cái Bang! Về VN nếu "quậy" vẩn có thể bị xử theo bang quy cái bang cho dù lá có quốc tịch Mẽo.
