Yami no Matsuei was never fully scanlated. It has also been licensed by Viz. So you could wait for their releases.

mangagedon.prv.pl are continuing the project. They've completed volume 6 for download. I have to warn you about quality though. But they're reediting. missa.seaofmirrors.com has done parts of volume 10. http://www.squidkitty.org/eag/ did chapter 74 and 75(the last of the Hana to Yume releases) for fun. http://www.geocities.com/yamiflash has chapter 56-62 for online reading. They're flash files.

IRC: Raw chinese scans of volume 1-11 can be found at #cshoujo on the irctoo server. For the rest of the Hana to Yume releases after volume 11 that never made it to tankoubon, I can't help you.

It's a pity that Matsushita-sensei took a break from the series.
