If a person is married in the catholic church then divorces and remarries years later in a civil ceremony and ultimately divorces again and now wishes to marry in the catholic church.How many anullments are needed?

Two. The second marriage, assuming you were still Catholic, was invalid regardless of the status of the first marriage, due to lack of canonical form (civil ceremony). However, you would still need an official statement to that effect, which is what the annulment process provides. The first marriage may be valid or invalid, and again, a marriage tribunal would have to make that determination and issue an official finding before you could marry in the Church.
