Question from a non-psych student: Where might I find a summary of the more recent work following on Hebb's, "Drives and the CNS"? Have recent findings modified his conclusions?

Answers

I think you'll find that "drive theory" has almost vanished from psychology and that neuroscience has been completely revolutionized since Hebb's time. You will find some aspects of Hebb's theory of the developement of synaptic connection on connectionist computation cognitive science. Look for what is called the "Hebb Learning Rule."
